Whos Herbert?

Herbert is a villainn who is trying to destroy the island Brooke lives on, and is trying to kill Brooke, so he kidnaps Dippy and Gary to make them give him Brooke's location.

Herbert: *holding a knife to Gary's neck* Where is she, Gary?
Gary: I'll never tell you where Brooke is!
